Top regulator joins Deutsche

The FSA director of enforcement Andrew Procter has quit to join Deutsche Bank.

Procter, one of the most senior regulators at the FSA will become head of compliance for the German bank in April.

Procter has led FSA investogations into endowment mis-selling at Legal & General, handing out the 1.1m fine that is currently being appealed at a tribunal.

He has also led the FSA’s assault on market abuse and is likely to leave before further enforcement is undertaken on firms involved in the split capital investment trust scandal.

Chief counsel David May will step into Procter’s shoes while a permanent replacement is sought.
