Introduction

There was much speculation before this year&#39s Pre-Budget Report as to likely areas of change. Few of the highly tipped areas materialised.

There was still however an enormous weight of material to consider. All of this can be accessed through our Pre-Budget Report bulletin of yesterday giving access to Inland Revenue and HM Treasury publications and releases.

Our approach in this analysis will be to focus on the issues/proposals that we believe will be of relevance to financial services practitioners and product providers. By taking this approach we will exclude comment on macroeconomic and non-financial services/financial services client-related issues.
